Election expenditure rules are intended to ensure that elections are conducted on the issues, not on the depth of the pockets of those seeking election or their supporters. Election campaigning has changed with much more now being done at a national level and a lobbying industry having developed. With PPERA and the Lobbying Act 2014, the law has grown very complex. There has been real anxiety in the voluntary sector as to what this means for their ability to participate in debate in the run-up to an election.
