Following a visit to Sri Lanka, Ben Emmerson QC, a barrister at Matrix Chambers and the former UN special rapporteur on Counter Terrorism, concluded in a UN report that Sri Lanka’s efforts to reform their human rights record had virtually ‘ground to a halt’.
After three decades of civil war, Sri Lanka appeared to show reform by electing a new coalition government. However after meeting with most senior members of the government, military judiciary and prison staff, Ben resolved that progress towards reconciliation and a fair judicial system had virtually ground to a halt.
