Sir Paul Jenkins QC (Hon), the former Treasury Solicitor and Head of the Government Legal Department, has joined Matrix Chambers as an associate member from his independent consultancy service. He will be working in our investigations and audits team, assisting governments and commercial organisations with reviews, investigations, audits and inquiries across a broad spectrum. He will also work on issues concerning government relations, good governance and crisis management.
Paul was Chief Executive and Permanent Secretary of the Treasury Solicitor’s Department (TSol) from 2006 to February 2014. He was also Head of Profession for the 2000 lawyers working for the UK Government. He joined the civil service as a lawyer in 1979, working in the Treasury, the Monopolies and Mergers Commission, the Department of Culture, Media and Sport, the Department of Constitutional Affairs, and the Department of Work and Pensions, before becoming Treasury Solicitor. He was also the Civil Service Diversity Champion. During his time as Treasury Solicitor, he had an extensive personal practice advising ministers and senior officials on the widest range of issues, but with a strong focus on public and constitutional law, national security and the interface of law, politics and propriety. He also led the transition of TSol to the unified Government Legal Department (GLD).
Since leaving TSol in 2014, he has spent nearly two years as an independent consultant undertaking work including investigations, reviews and audits. He has worked for governments, commercial organisations and the media in the UK and internationally.
