Prof. Philip Leach has contributed to a newly published Council of Europe report: ‘The system of the European Convention on Human Rights: responding to new trends and challenges’.
Concentrating on new trends in litigation, new technologies and wider challenges, the report is based on the contributions to a conference held in Strasbourg in June 2025 under the auspices of the Committee of Experts on the System of the European Convention on Human Rights.
Philip’s contribution focused on the core functions of the Council of Europe and the European Court of Human Rights, in the context of growing state resistance to the European human rights system and the rising threat of populist autocracy, which erodes the rule of law, undermines human rights, and sidelines democratic safeguards.
