Osman Kavala Case Heard by Parliamentarians Network

Published:

On 25 August 2026, the Grand Chamber of the European Court of Human Rights ruled that Turkey is required to secure Osman Kavala’s release at the earliest possible date and to eliminate the consequences of the measures taken against him.

Mr Kavala has been deprived of his liberty since 2017 despite the Court’s 2019 judgment in Kavala v. Türkiye and its subsequent 2022 judgment concerning Turkey’s failure to comply with that ruling.

On Wednesday 29 September 2026, Prof Philip Leach spoke at the hearing of the Parliamentary Assembly’s Network of Parliamentarians to Promote the Implementation of the Judgments of the European Court of Human Rights (PACE), about Mr Kavala’s case, together with Ayşe Buğra, Mr Kavala’s wife. They also met with Alain Berset, Secretary-General of the Council of Europe and with Petra Bayir, President of the Parliamentary Assembly of the Council of Europe, to discuss the case.

The Network was established in April 2026 to bring together parliamentarians committed to turning human rights standards into reality across Europe and is chaired by Adam Bodnar, the former Polish Minister of Justice.
