Judicial review of the decision to close the Independent Living Fund and to transfer funding to local and devolved authorities. Dismissing the application, the Court held that the Minister had sufficient information to enable him to discharge the PSED and he went about the exercise with the requisite thoroughness, conscientiousness and care. The Court should resist any attempt to “micro-manage” the information gathering aspect of the PSED.
