Whether the Secretary of State was lawfully entitled to deny entry to the UK to refugees who had permanently resided in Dhekelia, a UK sovereign base area, after they were rescued by the RAF off the coast of Cyprus and airlifted to a UK base on the island of Cyprus in 1998. Held: The decision letter was quashed, as it failed to consider the views expressed by the UNHCR.
