The claimant challenged the decision of the defendant council to grant a dog breeding license to “Little Rascals Pets Limited” on the grounds that the relevant information was not considered to determine the compliance with the requirements of the Animal Welfare Act 2006, and Code of Practice for the Welfare of Dogs. The application failed as the two deficiencies identified in the report were not sufficient to make good a challenge to the grant of license.
