Challenge to the decision of the Secretary of State that the claimant was not entitled to a student loan under the interim policy for eligibility of students not ‘settled’ in the UK, in light of R (Tigere) v Secretary of State for Business, Innovation and Skills  1 WLR 3820. Held: Judicial review allowed, as the claimant’s personal circumstances were such as to require her case to be treated as exceptional.
