Cruelty Free International sought to challenge the Secretary of State’s Licencing policy with regards to the testing of botulinum toxin (BT) for purely cosmetic purposes unconnected to any form of medical treatment for a physiological or psychological condition. The long-standing government policy had been that the defendant would not Licence the safety testing of cosmetic products on animals.
