International Law
The Matrix international law group covers diverse and overlapping strands of both public and private international law. Members of the group work on a broad range of high profile and ground-breaking cases across a wide spectrum of practice areas and issues – including human rights, environment, energy, immigration/migration, criminal, sanctions, conduct of war and AI.

Rachel Holmes | Chief Executive
Rachel is responsible for the overall management of Matrix, including the development of client relationships, marketing strategy, human resources, and ensuring our core values inform how we work as an organisation. She works closely with the practice managers to direct and develop the practices of our barristers and to ensure that a consistently high quality service is provided. She also has responsibility for the development of individual areas of law.
Alison Scanes | Senior Practice Manager
Alison manages the practices of barristers who work in employment, media and information, sports, election, and discrimination and equality law. She is responsible for the strategic direction of the team and focuses on managing and developing her barristers’ practices, together with building and establishing relationships with a wide range of clients. Alison joined Matrix in 2015 and has over 30 years’ experience of managing barristers.
Paul Venables | Senior Practice Manager
Paul manages the barristers in Matrix’s financial crime and public international law teams. Reflecting our multi-disciplinary practice, the barristers in Paul’s team also have experience in international and commercial arbitration, extradition law, environmental law, regulatory law, public and constitutional law, human rights and civil liberties, police law, and inquiries and inquests. With over 30 years’ experience of managing barristers, Paul concentrates on helping to build excellent working relationships between his barristers and clients. He is adept at building counsel teams to best deal with the complex multi-disciplinary cases that Matrix is renowned for.
Elizabeth Bousher | Senior Practice Manager
Liz is responsible for managing the practices of barristers who specialise in public law, human rights, and commercial law. This includes those whose practices focus on immigration, education, community care, competition, inquests, police actions, environmental, and EU. She is responsible for providing a cohesive business strategy that ties together varied areas of practice to provide a seamless, multi-disciplinary service to Matrix’s clients, both in public and private sector. Liz joined Matrix in 2013 from Hardwicke Chambers.
