Tim specialises in criminal law (especially judicial review/appellate work, Terrorism Act 2000/2006 cases, fraud, extradition, asset restraint, money laundering and confiscation/civil recovery law as well as Privy Council appeals and constitutional motions), public law (especially crime and criminal due process, prison, police, mental health and inquest law), human rights law, and civil litigation involving the abuse of power by public bodies.

Tim is listed as a Leading Silk in four practice areas by Chambers & Partners (2007): Administrative and Public law; Crime, Human Rights (Joint 1st) and Police Law (Joint 1st). “A great advocate with a fabulous practice and superb court manner” (Chambers & Partners 2006), Tim is an Advisory Editor of Blackstone’s Criminal Practice 2006 and is author/editor of numerous books including “Prison Law” (OUP, 3rd ed) and “Asset Recovery: criminal confiscation and civil recovery” (OUP, 2nd ed forthcoming 2006). 

Since taking Silk, Tim has been instructed in numerous high profile public law, criminal and civil cases including: R (Daly) v Home Secretary, in which the House of Lords established the proper approach to a proportionality challenge under HRA; In Re A (minors) (Medical Treatment: conjoined twins) which concerned the legality of separation surgery where one twin would certainly die;  R v Lambert, in which the House of Lords considered the compatibility of reverse onus of proof clauses with Article 6 (2) of the Convention; R v Rezvi, in which the House of Lords considered the compatibility of confiscation law with the Convention;  R v. Dunlop,  the first application to quash an acquittal for murder under the new double jeopardy provisions of the CJA 2003; R v. Ian Leaf (£55m tax fraud); R v. Hendy-Freegard (kidnapping by fraudulent deception of victims that defendant was MI5/MI6 agent), R v. Cliff Stanford (prosecution of founder of Demon Internet for blackmailing Dame Shirley Porter and related charge of intercepting emails contrary to RIPA 2000) and R v. Payne & ors (Court Martial involving charges of manslaughter and war crimes contrary to the International Criminal Court Act 2001 arising from the Iraq war).
