Rhodri provides intellectually rigorous and positive advice and representation in a flexible and informal practice style. He favours direct communication with those instructing him as part of a team. He is a qualified negotiator and mediator. Rhodri was the chair of the Matrix Management Committee from 2004-2006.
European Community law
Rhodri is a leading expert in EC law in both a commercial and a public law setting. He practised for two years in Brussels and is thus familiar with the different perspective and practice style of the EC institutions. He has a specific expertise in pharmaceutical regulation and sports and media law. He has advised and acted for a wide range of commercial and public bodies, including the Bank of England, the BBC, DEFRA, the ORR and the EC Commission as well as for private individuals asserting their EC law rights against the UK and EC authorities.
Competition law
Rhodri is also a leading specialist in competition law: he acted in the very recent Salt merger decision of the Competition Commission, where the Commission was successfully persuaded to alter its preliminary findings and to clear the merger; Rhodri is also acting for Albion Water in two major test cases concerning water regulation before the CAT and has also acted for the OFT in the Genzyme and Attheraces appeals to the CAT and for the EC Commission in the Pre-insulated pipes cartel appeal to the ECJ. Rhodri also acts as an expert in EC competition law. He advises regularly on all aspects of competition law, with a particular expertise in relation to the regulation of public service broadcasting, the collective sale of sports rights and the competition law issues arising out the Bosman ruling. Rhodri is currently engaged in updated the chapter of Bellamy and Child, European Community Law of Competition, in respect of abuse of a dominant position.
Administrative law
Developing out of his EC law practice, Rhodri has appeared in a series of important EC-related cases both for and against the Government, including an unsuccessful challenge to the regime of “banning orders” restricting the freedom to travel of football hooligans, the successful challenge to Customs and Excise by Hoverspeed and a successful defence against a challenge from Greenpeace to recent regulations introduced by the Secretary of State for the Environment, Food and Rural Affairs for the protection of dolphins in the English channel. Rhodri has a particular expertise in areas involving the relationship between EC and ECHR law such as Roth and Gough and Smith.
