Gillian is author or co-author of several books, including Labour Law (4th edition, Hart Publishing, 2005) a comprehensive and detailed text regularly cited in the higher courts. Her other books include Collective Labour Law (2000); Trade Unions, Employers and the Law (1993); The State as Employer: Labour Law in the Public Services (1989); and Strikes in Essential Services (1986). She contributes the material on public employment law to de Smith, Woolf and Jowell Judicial Review of Administrative Action and has recently completed a wide-ranging study of the future of the public/private employment law divide. In addition, Gillian has written numerous articles for leading journals, including the Industrial Law Journal, Public Law, the Law Quarterly Review and the European Human Rights Law Review.
Recent work includes a detailed analysis of the impact of changes to disciplinary and grievance procedures and access to employment tribunals. She has acted as a Labour Law Expert for the International Labour Organisation (work included drafting general employment, and specific public employment, legislation for the Member State) and as an expert adviser to the European Commission. Recent work for the European Commission has included a detailed report on the implementation of Directive 1999/70 on Fixed-Term Work in the UK and Ireland.
She is an experienced lecturer to legal practitioner, management and trade union audiences both in the UK and overseas. Topics on which she has presented the UK position at international conferences include: the use of temporary labour and regulation of employment agencies; privacy at work; and industrial action.
Gillian is a member of the editorial boards of the Industrial Law Journal and Public Law.
