Garreth was appointed to the Attorney General’s ‘C’ panel in 2007. He has a developing practice in public law and human rights and is regularly instructed in cases arising in the context of local government, education and sexual orientation.
He has been instructed in a number of appeals to the House of Lords involving issues of public law and human rights:R (S & Marper) v Chief Constable of South Yorkshire & anor [2004] 1 WLR 2196, HL (a landmark discrimination case concerning police retention of fingerprints and DNA samples which was found to be compatible with the ECHR); R(Gillan & anor) v Commissioner of Police for the Metropolis & anor [2006] 2 AC 307, HL (lawfulness and compatibility with the ECHR of police powers to stop and search under anti-terrorism legislation); M v Secretary of State for Work and Pensions [2006] 2 AC 91, HL (sexual orientation discrimination in the child maintenance system).
Garreth regularly advises and appears before employment tribunals and the Employment Appeal Tribunal on issues such as unfair dismissal, discrimination (including sex, race, disability and sexual orientation), fixed-term and part-time workers, TUPE and contractual issues arising from employment. He is instructed by employees and employers, trade unions, regulatory bodies and local authorities alike. A notable case saw Garreth successfully represent a prison officer in his complaint of unfair dismissal by the Prison Service after he made a joke about Osama bin Laden (Rose v HM Prison Service). This case received considerable media coverage in The Times & The Daily Telegraph (16 Jan 2004).
He is a contributor to Simor & Emmerson's Human Rights Practice on the right to private and family life under Article 8, writes articles for a variety of publications and regularly delivers seminars at conferences.
He became a member of Matrix in October 2003, on successful completion of his 12-month traineeship, during which he was supervised by Tom Linden, David Wolfe and Raza Husain.
