Eleni Mitrophanous

Eleni has particular expertise in European law, Public law, Human Rights law and VAT law. She also undertakes employment law and general commercial law work. Eleni acts for individuals and commercial organisations as well as public authorities.
  
Eleni was appointed to the Attorney General’s C panel for UK government work in 2003; to the Attorney General's B Panel in February 2007; and to the Attorney General’s A Panel in March 2011. 
 
EU law - Eleni was described as “incredibly hardworking” by the Legal 500 (2011) in EU and Competition law. She undertakes work covering all aspects of EU law ranging from competition law and issues of state aid to advising on EU law aspects of asset freezing cases and consumer credit. She is also a member of the editorial team of 'The European Advocate'. 
 
Public law and Human Rights – Eleni undertakes a range of judicial review and human rights work.  She has recently been involved in a number of cases brought by bus operators against the Department of Transport regarding concessionary fares involving EU and human rights as well as public law issues. She is a member of the preferred panel of counsel for the Equality and Human Rights Commission and was named 'Lawyer of the Week' in The Times 15 March 2005 for her work on the Shabina Begum case led by Cherie Booth QC
 
VAT and Commercial law - Eleni was described as “very bright and really knows her stuff” by the Legal 500 (2007/8) in Commercial Litigation. As well as general commercial work, Eleni undertakes a great deal of indirect taxation work and is currently instructed in one of the largest MTIC VAT cases on behalf of the Appellants. In this field, she appeared for the appellants both in Honeyfone v HMRC and HMRC v Livewire and Olympia Technologies Ltd  [2009] EWHC 15 (Ch), Lewison J, the first decision of the High Court on the concept of ‘knowledge and means of knowledge’. She has also acted for HMRC in Innocent Ltd v Revenue and Customs [2010] UKFTT 516 (TC) and [2011] UKFTT 607 (TC), and is currently instructed before the High Court and Upper Tribunal in RBS v HMRC and Secret Hotels v HMRC.
She is co-author with Timothy Lyons QC on a chapter on supplies outside the EC for Paul Lasok QC’s ‘Value Added Tax, Commentary and Analysis’, Sweet & Maxwell.
 
Before coming to the bar, Eleni undertook postgraduate work at Oxford University (B.C.L. and D.Phil) and the European University Institute in Florence (L.L.M. in European and International Law). While pursuing her doctorate on legal interpretation, she also taught law at Oxford University.
 
Eleni became a member of Matrix in April 2004. She was a tenant at Hailsham Chambers for four years from 2000 and, before that, completed her pupillage at Brick Court Chambers. She is fluent in Greek (bilingual) and has some Italian and French.
